Successfully complete DC Story mode. Then, press R1 at the character selection screen.

Shao Kahn:
Successfully complete Mortal Kombat Story mode. Then, press R1 at the character selection screen.

Alternate costumes:
Press Start when choosing a person at character selection screen.
